Dr. Palmer is a global management, innovation, and strategy executive. Dr. Palmer is known as a technical and global business management adviser with extensive years of experience in corporations, R&D, FCPA, ITAR, TAAs advisory firms, and academia. John has served as a key member in the development of the International Space Station (ISS) Habitat and Laboratory, leading several nano technology experiments with U.S. international partners. John has built new ventures and change initiatives for employers and clients in energy, technology, high tech research and development, telecommunications, aerospace and transportation sectors in 30+ countries. He has completed advanced studies at some of the world’s leading including Valencia Polytechnic Institute, Stanford University, University of Seville, Walden University, James Madison University, and Monterey Institute. Dr. Palmer is also an accomplished commercial pilot with global flight experience.
Rick Mullikin - Managing Director
Rick Mullikin has extensive experience in business development, FCPA compliance, ITAR, TAAs, program management and systems engineering experience for telecommunication, wireless and satellite communication businesses, both commercial and government. Currently, he is a Managing Partner with Sigma Consulting Group (SCG). Before SCG, he was a business development manager for Lockheed Martin Integrated Systems and Global Solutions (IS&GS), and has worked several Independent Research and Development (IRAD) projects related to maritime enterprise capability, wireless prediction, and space situational awareness. Prior to Lockheed, he was Vice President for International Business Development at Tachyon, a broadband start-up Internet company that provides global high-speed Internet capability via satellite. He led the planning, requirements analysis, engineering, and market development strategies, as well as long range planning for operations across two continents, with a geographically diverse operation and customer base. Prior to Tachyon, Mr. Mullikin was Vice President of Technology and Business Development for Metromedia International. While there, he led technical development efforts for telecom, satcom and wireless ventures in Eastern Europe and Asia. Mr. Mullikin holds a PhD in Information Science from the Claremont Graduate School, an MBA in International Marketing from Loyola Marymount, and a BS in Electrical Engineering/Business from the University of Maryland.
Dr. Sondra Beall-Davis Managing Partner
Dr. Sondra Beall-Davis has designed, implemented and deployed corporate universities and training programs globally. She. Provides consultative services developing training programs and managing projects that increase product knowledge. Dr. Beal-Davis held key roles with Fortune 500 companies including Parametric Technologies, Huawei Technologies, Sun Microsystems/Oracle, Digital Equipment Corporation, Warner Bros, and Eastman Kodak.
Dr. Leo R. Sedlmeyer has 41 years of experience in the corporate, private sector,
state, federal, and municipal positions as a supervisor, manager, director, and
president. He spent 20 of the 41 years in the U.S. Air Force, U.S. Air Force Reserves,
and Air National Guard fire service serving in the ranks from fire fighter, to Deputy Fire
Chief retiring in 2001 as a Master Sergeant E-7. Dr. Sedlmeyer is also a Disabled
American Veteran. Experienced in Fire & EMS consulting and Aviation Fire Protection (ARFF).

Global contracts experience including ITAR, TAAs, FMS and global contracts Ts & Cs negotiations.
